United States Navy, Buildings - Facility Asset Management Program
The Navy is taking the lead in transforming its processes to manage its Facility Portfolio. In response to GAO report 03-274 CNIC chartered a Facilities Condition Assessment Program (FCAP) Working Group (WG) to “…establish Navy-wide facilities assessment processes and tools that provide credible and objective facilities condition, mission and performance information that supports the facilities sustainment and recapitalization funding and execution objectives….” The FCAP WG conducted a comprehensive Business Case Analysis to evaluate the methods and tools available for assessing infrastructure. After a competitive search of providers, including government of the shelf and commercial off-the-shelf solutions, the U.S. Navy selected MACTEC and its software Vertex® to provide a Building-Facility Condition Assessment Program (B-FCAP).
The B-FCAP tool will provide information to support strategic decisions regarding the investment of facility Sustainment, Restoration and Modernization (SRM) funds. It will also establish a Navy-wide facilities assessment process and tools that provide credible and objective facilities condition, mission, and performance information that supports the facilities sustainment and recapitalization funding and execution objectives. Business Process Reengineering sessions conducted with the Navy explored the current “As-Is” processes supporting data acquisition, analysis, and reporting related to the development of annual facility inspections. Additionally, MACTEC facilitated interviews with a group of key Navy staff to determine and document Navy operational and technical requirements and objectives for the development of a new “To-Be” Facility Condition Assessment System.
As part of the program, MACTEC will integrate Vertex with the Navy’s enterprise Computerized Maintenance Management System (CMMS), Maximo. The Vertex implementation will support 1,500 users at 120 locations around the world in the management of over 555 million square feet of Navy facilities. The multi-million dollar program includes turn-key implementation of hardware, software, maintenance, training, and support. Additionally, the program will provide information for the Navy’s strategic investment of facility Sustainment, Restoration and Modernization (SRM) funds.
Recently, the Navy expanded the scope of the initial program beyond building structures. The Site-Facilities Condition Assessment Program (S-FCAP) includes airfield and vehicular pavement and waterfront construction.
